MSHA's new online tool, the S&S Rate Calculator, enables mine operators who implement a corrective action program to determine if their mine is successfully reducing its significant and substantial (S&S) violations. According to the agency, S&S violations are those that violate a required safety or health standard that "significantly and substantially contribute to the cause and effect of a coal or mine safety/health hazard."
MSHA reports the new tool is an update to the 2-year old Pattern of Violations Monitoring tool, which measures a mine's performance against agency specific screening criteria for violations. The new tool can reportedly determine a mine's rate of S&S violations for a specific date range.
