Adele Abrams delivered a solid legislative presentation--as always--comparing the OSHA and MSHA safety and health program requirements that show an increasing penchant for both agencies to remain distinct in program development and implementation. At the same time, however, they appear to be sharing notes on some major elements on the safety management program that are appearing in such places as the MSHA Pattern of Violations.Other proposed programs, such as I2P2 that are being embraced by both agencies, appear to off the immediate burner. They are set for movement after the presidential election so as not to create any additional distractions during the campaign over and above what is already expected.
